What you need to know

Treasury bill is a short term debt instrument of 3, 6 or 12 Months issued by the Central Bank of Sri Lanka. Treasury Bills are discounted instruments – the investor pays the discounted value (investment value) and receives the face value on maturity. Government issues Treasury Bills through weekly auctions where the weighted average interest rate is decided based on the bids received.

T-bills are issued through a competitive bidding process at a discount from par, which means that rather than paying fixed interest payments like conventional bonds, the appreciation of the bond provides the return to the holder.

Some key features of Treasury Bills are: 

  • No repayment risk – Capital plus interest guaranteed.
  • Tradable instrument in the secondary market.
  • Maturity date always falls on Fridays. If it’s a holiday funds are paid the previous working day.
  • Can invest on a Discount or face value basis.

Eligibility to apply for Treasury Bills

  • Resident individuals and corporate entities incorporated in Sri Lanka.
  • Foreign institutional investors including country funds, regional funds or mutual funds.
  • Corporate bodies incorporated outside Sri Lanka.
  • Citizens of foreign states whether resident in Sri Lanka or outside Sri Lanka.
  • Non- resident Sri Lankans.
